PB Fintech Share Price and Stock Analysis Report October 2026
PB Fintech Ltd (Policybazaar)
PB Fintech share price target and stock analysis: India’s largest online insurance and credit marketplace, repriced by the IRDAI draft distribution rules
This PB Fintech (POLICYBZR) stock analysis examines the Policybazaar parent after a sharp fall: the stock dropped about 36% on 24 Sep 2026 and roughly 43% over four sessions, after the IRDAI consultation paper on insurance distribution economics. Our share price target work combines DCF, relative valuation, NAV, EPV and SOTP, and weighs three regulatory outcomes. The consultation paper is a draft, so every number here is conditional on the final rules.
Business Overview: Policybazaar and Paisabazaar
PB Fintech runs an asset-light, digital-first distribution model for insurance and credit. It does not underwrite insurance or carry lending risk on its balance sheet. Revenue comes mainly from commissions and fees across B2C direct, B2B2C (PB Partners POSP network) and corporate channels.
New Initiatives are PB Partners (1.13 lakh active partners, ₹561 Cr revenue in Q1), Policybazaar for Business, Policybazaar UAE (profitable in FY26 and Q1 FY27) and PB Connect, whose wholesale arm has been stopped. Management targets group PAT of about ₹1,000 Cr in FY27. Management says life and general insurance contribute roughly equally to core revenue, which matters for the regulatory impact below.
Historical Financials: From Losses to Profit
| ₹ Cr | FY22 | FY23 | FY24 | FY25 | FY26 | TTM |
|---|---|---|---|---|---|---|
| Revenue | 1,425 | 2,558 | 3,438 | 4,977 | 6,794 | 7,334 |
| Operating profit | -901 | -662 | -188 | 93 | 508 | 606 |
| Other income | 124 | 259 | 381 | 449 | 372 | 370 |
| Net profit | -833 | -488 | 64 | 352 | 670 | 748 |
| EPS (₹) | -18.5 | -10.8 | 1.5 | 7.7 | 14.5 | 16.2 |
| Cash from operations | -1,568 | -299 | 9 | -183 | 41 | – |
| Quarter | Q1 FY26 | Q2 FY26 | Q3 FY26 | Q4 FY26 | Q1 FY27 |
|---|---|---|---|---|---|
| Revenue (₹ Cr) | 1,348 | 1,614 | 1,771 | 2,061 | 1,888 |
| EBITDA margin | 2.5% | 6% | 9% | 10% | 7% |
| PAT (₹ Cr) | 85 | 135 | 189 | 261 | 163 |
Quality flags: PAT includes about ₹370 Cr of other income (treasury); the effective tax rate was 5% in FY26 against a statutory 25%; operating cash flow has lagged profit because receivables grow with revenue. FY26 equity is about ₹7,312 Cr, borrowings ₹360 Cr, investments ₹3,211 Cr. ROE is about 10%. Q1 is seasonally softer than Q4, so Q1 FY27 PAT fell 38% QoQ.
DCF Valuation: 10-Year FCF, WACC 12%, Terminal 5%
We anchor FY28E earnings to broker sensitivities published after the draft rules: pre-regulation FY28E PAT of about ₹1,420 Cr (back-solved from Motilal Oswal’s 46% cut and 73x P/E math), a 12% earnings hit (Jefferies, for a 10% commission-rate cut), a 30% hit (Motilal, with 20% cost cuts) and a 46% hit (Motilal, no cost response). Operating FCF is derived after stripping other income, with cash conversion rising from 70% to 85% and tax normalising towards 25%. Treasury of about ₹2,850 Cr (investments less borrowings) is added separately.
DCF output (per share, ₹)
| Scenario | Weight | FY28E PAT (₹ Cr) | Equity value (₹ Cr) | Per share |
|---|---|---|---|---|
| Bull: draft diluted (-12%) | 25% | 1,250 | 21,114 | ₹456 |
| Base: mid-way (-30%) | 45% | 990 | 14,407 | ₹311 |
| Bear: as drafted (-46%) | 30% | 770 | 9,132 | ₹197 |
| Probability-weighted DCF | 100% | – | – | ₹313 |
Terminal value is 52 to 54% of equity value in each case. A 12% WACC and 5% terminal rate are the Zumedha defaults; a 10% WACC would lift the base case materially, so treat the DCF as conservative.
Relative Valuation and Peer Multiples
| Metric at ₹994 | Value | Reference point |
|---|---|---|
| P/E (TTM, Screener) | ~66x | Industry P/E ~48x; other data sources show 72 to 112x on different EPS bases |
| P/B | ~6.3x | Book value ₹158 |
| EV/EBITDA (TTM) | ~71x | Jefferies now uses 18x FY30E EBITDA |
| P/E on FY28E, pre-regulation | ~32x | – |
| P/E on FY28E, -46% case | ~60x | Motilal: 57x to 73x post-cut |
We apply a forward P/E to FY28E EPS and discount one year at 12%. Fair multiples are 55x (bull), 42x (base) and 32x (bear), reflecting roughly 25% EPS growth tempered by regulatory uncertainty.
| Scenario | FY28E EPS | P/E | Value today |
|---|---|---|---|
| Bull | ₹27.0 | 55x | ₹1,326 |
| Base | ₹21.4 | 42x | ₹802 |
| Bear | ₹16.6 | 32x | ₹475 |
| Weighted | – | – | ₹835 |
We did not build a listed-peer multiple table: comparable Indian insurance distributors with verified, current multiples are scarce, so the sector P/E and broker multiples above serve as cross-checks.
Earnings Power Value (EPV)
TTM EBIT is about ₹463 Cr (EBITDA ₹606 Cr less depreciation ₹143 Cr). Adding back roughly half of the heavy growth marketing (Q1 FY27 A&P was ₹379 Cr, up 50%) gives normalised pre-tax earnings near ₹900 Cr. At 25% tax and a 12% rate, EPV of operations is about ₹5,600 Cr; adding treasury of ₹2,850 Cr gives about ₹8,450 Cr, or ₹183 per share. EPV values zero growth, so it frames how much of the price rests on future expansion: about 80%.
Sum-of-the-Parts (SOTP)
Segment EBITDA for FY28E is estimated from the scenario group EBITDA, with New Initiatives near break-even and Paisabazaar at about ₹100 Cr. These segment splits are our estimates, not company disclosures.
| EV, ₹ Cr | Bear | Base | Bull |
|---|---|---|---|
| Policybazaar insurance (28x / 38x / 45x EBITDA) | 14,700 | 29,032 | 47,115 |
| Paisabazaar (15x / 20x / 25x) | 1,500 | 2,000 | 2,500 |
| New Initiatives (0.5x / 0.8x / 1.2x revenue) | 1,850 | 2,960 | 4,440 |
| Net treasury | 2,850 | 2,850 | 2,850 |
| Equity value | 20,900 | 36,842 | 56,905 |
| Per share | ₹451 | ₹796 | ₹1,229 |
Probability-weighted SOTP (30/45/25): ₹801. PB Healthcare and the possible insurance-manufacturing or MGA route are treated as unpriced option value.

Future Growth Drivers
Renewal and trail income (₹1,003 Cr rolling, +38%) builds a recurring base that sits partly outside new-business commission caps. Other levers: health and term protection growth (new health +59% in Q1), PB Partners reach in Tier 2/3 (78% of its premium), UAE scale-up, Paisabazaar’s return to growth (core revenue +25%), AI-led conversion and servicing, and a possible move into MGA, credit-life or own-insurer models. Management plans to slow hiring and trim marketing near term.
Risks and Catalysts
Bull factors / catalysts
- Final IRDAI rules softer than draft (consultation open for feedback)
- Q2 FY27 results, expected around 29 Oct 2026
- Cost cuts: about 80% of ~₹3,000 Cr core costs are variable
- MGA or insurer-licence route; renewals compounding
- MF ownership at 28% shows domestic conviction
Bear factors / risks
- General insurance NPV could fall 60 to 65%; core insurance revenue about -30%
- Limited cash conversion; low tax rate will normalise
- IRDAI inspections and a ₹5 Cr penalty paid; DGGI/tax matters at Paisabazaar
- Loss-making New Initiatives; ESOP costs
- FII holding falling every quarter; stock volatile
Verdict: Weighted Synthesis
Blending DCF (₹313), relative (₹835), SOTP (₹801), EPV (₹183) and NAV (₹158) gives a fair value near ₹545 against a CMP of ₹994. This analysis suggests the market is still pricing a mostly benign outcome from the IRDAI process, despite the 43% fall. The business itself is strong: premium +41%, PAT +92% and rising renewals. Our framework is conservative, with a 12% WACC and a 5% terminal rate; brokers are more positive (Motilal Oswal Neutral, target ₹1,150; Jefferies Buy, target ₹1,540, cut from ₹2,050). Even so, no scenario here supports the current price.
This analysis suggests a Reduce / avoid-fresh-buying stance near current levels for a 3 to 5 year horizon, with accumulation attractive only if the stock approaches ₹400 to ₹490 or if final rules are materially softer than the draft. The next hard data points are the final IRDAI framework and the Q2 FY27 print.
